Background of the Study
Monitoring and evaluation (M&E) systems play a critical role in ensuring the quality and effectiveness of early childhood education programs. In Tudun Wada Local Government Area, Kano State, M&E systems are essential for tracking the progress of educational initiatives, identifying areas for improvement, and ensuring accountability in the use of educational resources. Effective M&E frameworks not only help in assessing the academic performance and developmental progress of young learners but also provide crucial feedback for policymakers and educators to refine teaching methodologies (Abubakar, 2023). In recent years, there has been a growing recognition of the need for robust M&E systems in early childhood settings as part of broader educational reforms aimed at enhancing service delivery and outcomes (Babatunde, 2024).
Within Tudun Wada, the implementation of M&E systems faces both opportunities and challenges. On the one hand, digital tools and data analytics have opened new avenues for real-time monitoring of student progress and resource utilization. On the other hand, the lack of trained personnel, insufficient infrastructure, and inconsistent data collection practices continue to hamper the full realization of these benefits. Drawing on recent studies and local reports (Chima, 2025; Danjura, 2024), this research aims to provide a comprehensive evaluation of existing practices and to identify gaps that need to be addressed. The findings are expected to inform recommendations for strengthening M&E systems, thereby supporting the overall improvement of early childhood education in the area.
Statement of the Problem
Despite the recognized importance of robust monitoring and evaluation systems in enhancing educational outcomes, early childhood education centers in Tudun Wada face significant challenges in implementing effective M&E practices. Many centers lack standardized data collection tools and trained personnel to accurately assess educational progress. This results in fragmented and unreliable information that hampers timely decision-making and the continuous improvement of teaching practices. Moreover, infrastructural deficiencies, such as limited access to digital technology and insufficient technical support, further undermine the efficiency of existing M&E systems. The absence of a cohesive framework leads to variations in how learning outcomes are tracked and evaluated, ultimately affecting the quality of education delivered (Emeka, 2023).
These issues are compounded by budgetary constraints and competing priorities that limit investments in the necessary infrastructure for a comprehensive M&E system. In some instances, the sporadic nature of evaluation exercises means that important feedback is either delayed or lost, thus reducing the opportunity for corrective interventions. Furthermore, stakeholders have expressed concerns about the lack of transparency and accountability in the current systems, which can lead to misallocation of resources and hinder efforts to improve educational practices. This study seeks to systematically evaluate the current M&E practices in Tudun Wada’s early childhood education centers and to identify critical gaps that need to be addressed. By doing so, the research aims to provide recommendations that will not only streamline data collection and analysis but also enhance stakeholder engagement in the educational process (Femi, 2024). Ultimately, the study strives to establish a clear linkage between robust M&E systems and improved educational outcomes, thereby contributing to the development of more effective early childhood education programs in Tudun Wada.

Limitations include potential variability in data quality and the influence of external factors on M&E outcomes.
